A man was found guilty by the Edinburgh High Court on Monday, Feb. 6, of murdering a Filipina and her daughter in his home in Dundee, Scotland on March 18, 2021.

In a report from Sky News, Andrew Innes, 52, has been jailed for life and ordered to serve a minimum of 36 years for the murder of Bennylyn Burke, 25, and her two-year-old daughter Jellica.

In sentencing Innes, Supreme Courts Judge Lord John Beckett said the charges were “amongst the very worst crimes which have come before the High Court”.

“You murdered an innocent woman and her two-year-old daughter in a situation where they had trusted you and travelled with you from Bristol to your home in Dundee,” Beckett said.

Reports said Innes killed Bennylyn and Jellica after bringing them to his home in Dundee. He hit Burke’s head with a hammer multiple times before stabbing her with a Japanese samurai sword. He then proceeded to strangle Jellica to death two days later.

Authorities found Bennylyn and Jellica’s bodies buried under his kitchen floor.

Aside from the murder charges, Innes was also found guilty of sexually assaulting Jellica and raping another child.

According to Beckett, the young rape victim now does not trust men, is scared of blood and always looks for an escape route.

During the trial, Innes claimed diminished responsibility, saying that he committed the murder because of his medication after being diagnosed with Autism Spectrum Disorder and Crohn’s Disease.

However, the judge ruled that there was insufficient evidence to support Innes’ defence that his medication had caused him to suffer steroid-induced psychosis which led to him going “insane”.

In a statement issued via the Crown Office and Procurator Fiscal Service, Burke’s family said: “Bennylyn was the hope and light of our family. That light has been cruelly snuffed out.”

They added: “We cannot drive from our minds what happened to her and what happened to Jellica, or the fear they must have felt after experiencing violence from Andrew Innes.

“A big part of our family has been torn from us. We shall never see Bennylyn and Jellica again. We shall never know our beloved Jellica or ever see her grow up. There is nothing that can restore Bennylyn and Jellica to us. But the jury’s guilty verdict for murder provides some comfort to our family and friends and brings justice for Bennylyn and Jellica.”

MANILA, Philippines — The 87-man interagency rescue team that the Philippine government will deploy to earthquake-battered Turkey conducted its final preparations Tuesday.

The interagency contingent team conducted a readiness inspection in Camp Aguinaldo before their targeted departure on Wednesday.

Defense Secretary Carlito Galvez Jr. said the 87-man team comprises military and medical personnel along with members of the Metropolitan Manila Development Authority.

Galvez said some of the personnel here have deployment experience in Nepal, Haiti and Japan when high intensity earthquake also hit those countries in the past.

The team, who has been initially instructed to stay in Turkey for two weeks, is also equipped with life detectors, a listening device used to detect and locate live victims trapped in a building or rubble; cameras; and other tools, according to Galvez.

The country will also bring 16 tons of medical supplies and equipment to the Middle Eastern country, according to Health officer-in-charge Maria Rosario Vergeire.

“We are ready to send off tomorrow,” Galvez said in a chance interview with reporters.

“We know that the Turkish government is very kind to us,” the official said, noting the aid given by Turkey for the country’s COVID-19 response and its assistance to the Bangsamoro peace process.

The government heeded the call of Embassy of the Republic of Turkey in Manila for assistance in the form of emergency medical and urban search and rescue teams, according to the Office of Civil Defense.

The total number of fatalities due to the magnitude 7.8 tremor in Turkey and Syria rose past 5,000 on Tuesday, according to a Reuters report.

In Turkey, the death toll climbed to 3,419 people while over 1,600 were recorded in Syria, the report added.

Freezing winter weather in those countries may hinder the search and rescue efforts through the night.

But Maj. Erwen Diploma of the Philippine Air Force, one of the members of the interagency rescue team, said they will come prepared even with the cold weather.

“We are expecting a sub-zero climate,” Diploma said in an interview. “We are not used to it but with the proper planning and proper preparation we hope to perform our mandated duty.”

“I feel privileged, especially representing our country, to show that we are willing to help,” he added.

MANILA, Philippines — Whoever filmed the airport pre-departure screening of K-Pop group Enhypen, if proved to be a member of the security staff, may be fired, Mao Aplasca, administrator of the Office of Transportation Security (OTS), said on Monday in an interview with “DZMM TeleRadyo.”

“In the video that we saw that went viral, that was not our proper procedure and proper deportment of our screening officers at our airport,” Aplasca said in Filipino.

The incident happened at the Ninoy Aquino International Airport (NAIA) on Monday.

Shortly after, fans posted a video that went viral on TikTok. It showed a female airport security officer giggling while frisking a member of Enhypen as he walked through a metal detector on their way back to South Korea.

Not only was the behavior “unprofessional,” Aplasca said. But filming the screening by itself was a “worst case” violation of the rules of the Manila International Airport Authority, which runs NAIA.

But Aplasca clarified that the OTS was still trying to find out who exactly filmed the video and that all personnel involved in the area at the time of the incident had already been summoned for an investigation.

‘Like a breach of security’

“That’s what we will investigate. If we prove that the person taking the video is a staff member, I think that’s the worst case that our colleague can do at the airport,” Aplasca said.

“For us, it’s like a breach of security. That’s a very serious violation of our protocols and procedures, it could amount to separation from our service.”

“If we tolerate that, it’s possible for other people, even if they’re not VIPs, to film our screening checkpoint activities. And that is posing a danger to the traveling public,” he added.

Requiring the Enhypen members to remove their masks was also not part of the procedure, Aplasca said.

“In fact, we encourage our passengers when passing through the checkpoint to wear face masks. It’s only in immigration where the mask is removed to check the identity [of a passenger],” he said.

The staffer who conducted the frisking should have also been male. Screening protocols, he explained, dictate that male officers are supposed to frisk male travelers and women officers are allowed to frisk female travelers.

Aplasca reminded the public never to film the checkpoint and the immigration booths at the airport.

SEOUL — South Korea will weigh whether to lift the remaining COVID-19 policies based on the World Health Organization decision on the status of the disease, the country’s public health chief said Tuesday.

Korea Disease Control and Prevention Agency’s commissioner Jee Young-mee said in a press conference that while the discussions around the future course of COVID-19 policies have begun within the government, the decision on any change would likely come after the WHO withdraws its official emergency designation.

“At the agency, our experts are preparing for the possibility of further easing masking rules or downgrading COVID-19’s threat status. I think point would come after the WHO declares COVID-19 is no longer a global emergency,” she said.

“Because the outcomes of public health policies are intertwined in a pandemic, we cannot decide to transition out of the emergency as a single country.”

The WHO ruled that COVID-19 still constitutes a public health emergency of international concern on Jan. 30, keeping the highest alert on the disease three years since it was first declared.

Also on Jan. 30, Korea removed the mandatory wearing of face masks at indoor places — one of its last few COVID-19 rules — though the rule was kept in high risk places such as public transport and hospitals. The other main COVID-19 measure still in place is the seven-day isolation requirement for patients since the day of the positive test.

“The return of normal life does not mean the emergency caused by COVID-19 is over, but rather that we are transitioning to a more manageable phase of the pandemic,” she said.

Jee once again stressed wearing face mask continued to be recommended in crowded settings, around vulnerable people and in the event of suspected symptoms.

To do away with what’s left of the rules, COVID-19 would need to be downgraded to the same threat status as seasonal flu.

“For that to be possible, COVID-19 would have to cause a lot fewer cases and deaths,” she said.

She said the travel measures for arrivals from China, which is seeing the worst outbreak since Wuhan, may be relaxed as the situation there improves.

“Although official statistics from China aren’t available, the feared surge following the Lunar New Year holiday isn’t being observed,” she said, adding that the testing before and after arrival here will remain in place at least for some time.

Jee took office as the head of Korea’s top public health agency on Dec. 19.

“With this proposed measure, the term ‘persons with disability’ will be changed to ‘persons of determination’ and shall likewise change our perception in dealing and treating persons with determination,” they said.

The bill will also “ensure the full and effective participation of a person of determination in all aspects of society, to be on equal footing with a person without disability.”
